Marine biologists investigating cause of sick sea lion pups

Marine biologists are at a loss as to why an unprecedented number of sea lion pups are turning up near death along Southern California's coastline.

Since the beginning of the year, some 1,400 young California sea lions were admitted to rehabilitation centers across the state, according to Sarah Wilkin, the marine mammal stranding coordinator for the National Oceanic and Atmospheric Administration. Wilkin said that figure is five times the normal rate of beached pups for this time of year.

"Nobody was quite prepared for the scope of this," said Wilkin. "The major common factor for all these stranded pups is that they're coming in emaciated, dehydrated, basically starving. They have been unable to find enough food to sustain themselves."

As to why they are not getting enough of the fish they need for both nutrition and hydration is still unclear. But what is clear to marine biologists is this beaching epidemic only affects the young. Most of the sick sea lions were born last summer.

"The pups can't dive as deep," said Wilkin. "They can't travel as far so they might be more impacted in even just a slight change in the distribution of prey."

NOAA has taken an extraordinary step by declaring this an "unusual mortality event" to receive additional funding for rehabilitation and research.

"The numbers speak for themselves," said David Bard with the Marine Mammal Care Center at Fort MacArthur in San Pedro, Calif. "As far as the underlying causes, anything that I can tell you would be a guess."

Typically, Bard's facility receives between 50 and 80 animals in the first quarter of the year. So far in 2013, it has treated more than 400.

"What we started seeing since January is animals coming in at roughly half the weight that they should be," said Bard. "You can see their shoulder blades, you can see their spines."

SeaWorld San Diego reports similar figures. Spokesperson Dave Koontz said its rehab facility has treated more than 300 animals in 2013, a number that also includes elephant and harbor seals. Koontz says that's more in the first four months of 2013 than in 2011 and 2012 combined.

Wilkin says the NOAA is working with fishery scientists and oceanographers to pinpoint the exact cause. Besides food shortages, they are also exploring other theories including exposure to biotoxins, disease and human pollutants. They are even looking into possible radiation contamination from Japan's Fukushima nuclear power plant meltdown following the 2011 tsunami.

But regardless the reason, Wilkin said this could be a sign of something more troubling in the waters off the coast of California.

"We consider marine mammals usually as sentinels," Wilkin said. "By investigating causes that are impacting them, we do a lot of times get information that in turn can impact us. We eat a lot of the same fish species. We are using the oceans for similar ways so what we learn from them does play into our health."

Early findings indicate that the year has been relatively neutral in regards to ocean conditions, including temperature, according to Wilkin. So far, the California seal lion pup is the only marine mammal being affected in such a way.

Could you design the next Marine Amphibious Assault Vehicle?

Three Americans from three different states teamed together to win one million dollars this week in the competition to design the first stage of a next-gen assault vehicle for the Marines.

In October of last year, Defense Advanced Research Projects Agency (DARPA) sent out a bat signal inviting all American innovators to design the new heavy amphibious infantry fighting vehicle- the Fast, Adaptable, Next-Generation Ground Vehicle (FANG).

Each of the three FANG challenges invites competitors from across the country to design increasingly complex vehicle subsystems and there is no fee to participate.

FANG’s requirements reflect those of the Marine Corps’ Amphibious Combat Vehicle (ACV) program and the end game is achieving a finished heavy amphibious infantry fighting vehicle that meets the needs of the Marines.

Future Marine Amphibious Assault Vehicle

Since 1971 the Marines use the AAV-7A1 series amphibious assault vehicle to move from ship to shore.  There are concerns over the years it has become increasingly hard to maintain and operate -- not to mention its two-mile ship to shore range is less than ideal for amphibious forces.

The next-gen vehicle must be able to self-deploy and deliver 17 Marines from a launch distance of at least 12 miles.

FANG needs to be at least 8 knots fast in one-foot wave height seas and handle three foot wave conditions.

On land, the new vehicle will operate in all types of terrain with a cross-country range and speed the same or better than an M-1A1 Tank.

The new ACV should have at least one stabilized machine gun to engage enemy infantry and light vehicles and sufficient protection against direct and indirect fire, mines and improvised explosive devices.

And the Winner is…

In this first FANG challenge, teams competed to design the Mobility and Drivetrain Subsystem Design for a one million dollar cash prize and the chance to have their design built in the iFAB Foundry.

Since the kick off on January 14, 2013, more than 1,000 participated within more than 200 teams.

Competitors use DARPA’s META design tools and its online collaboration platform Vanderbilt University’s VehicleFORGE to manage and submit their designs.

The competition will cover the whole manufacturing process cycle from requirements representation through to final physical build of a full-scale prototype.

“Ground Systems,” a three person team from Ohio, Texas and California, received the highest score for system performance and manufacturability.  

Although they were based in entirely different states, they were still able to successfully collaborate and win by using the tools the DARPA provided.

One top team met through their Vehicle FORGE and another was a mere one person team. DARPA noted that in the traditional design process these sorts of teams would not have had the chance to provide their ideas -- ones that were the top designs.

The DARPA iFAB program team will build the winning FANG design.

Penn State University’s Instant Foundry Adaptive through Bits, known as iFAB, will test and validate the design.

Making Defense Tech 5 x Faster

In addition to designing a better vehicle for the Marines, DARPA has some other ambitions.

DARPA hopes to demonstrate that by harnessing the talents of American innovators  and equipping them with META and Vehicle FORGE -- they will accelerate the time it takes to build a critical vehicle for defense by at least a factor of five -- if not ten times faster.

Traditional methods to develop urgently needed heavy military vehicles have often fallen short in providing the needed capability in a timely fashion.

This FANG initiative was launched in 2010 as part of the advanced manufacturing program that seeks to develop complex military systems at least five times faster than the current standard.

While hopefully achieving a superior amphibious assault vehicle, through the FANG competition DARPA will also be testing the specially developed META design tools, model libraries and the VehicleFORGE platform.

Innovators jump in the ring

The next FANG Challenge invites competitors to design a chassis and structural subsystems for survivability for a one million dollar prize.

In 2014, the final FANG Challenge means it is full vehicle design time -- and a chance to win two million dollars.

In addition to receiving a cash prize, the winning team in the third and final challenge could have its vehicle tested by the Marine Corps alongside ACV prototypes in operational testing.

Marine veteran ordered to remove American flag from his yard

A U.S. Marine has been ordered by local officials to remove an American flag and flagpole that he installed outside his Florida home after returning home from serving in Iraq.

Gregory Schaffer told WPTV.com that he received a citation from the town of Hypoluxo, Fla., listing the flagpole as a violation of the town's permitting code.

"It's sad. It's sad that we have to go through that just to fly a flag," Schaffer told the station.

The 24-year-old Marine said a neighbor filed a complaint with the town within days after he installed the flagpole in his yard.

"It's disgusting that anybody should have to go through that. I fought for the flag, now I'm paying for the flag," Schaffer told the station.

A town building department official told WPTV.com that the flagpole is considered a structure and must be removed since Schaffer does not have a permit.

Schaffer told the station that because he is renting his property, he would have to hire a third party contractor to apply for the permit, which could cost up to $1,000.

The building department official said the town will try to work with the veteran to help him with the permitting process.

Male Marine reportedly barricaded after shooting 1 person at Marine base Quantico

Residents of Marine base Quantico in Virginia are being told to stay indoors after an isolated shooting incident. 

Authorities tell Fox News a shooting incident has been reported on the base, but provided no other details. 

WUSA reports that a person believed to be a male Marine shot another person, and then barricaded himself on the base. He is reportedly being surrounded by Prince William County police and military police. The victim's condition is unknown.

A post on the base's Facebook page urged residents to stay inside with their doors locked and follow any instructions from the base intercom system.

TSA dismisses GOP lawmaker's claim disabled Marine humiliated at Arizona airport

A California lawmaker is slamming the TSA after he says they humiliated a Marine who lost his legs to an explosive device, but the agency says security footage proves the claims are false. 

MyFoxPhoenix.com reports Rep. Duncan Hunter, R-Calif., says in a letter to the TSA that the security screening the unnamed Marine was forced to undergo at Phoenix's Sky Harbor airport was excessive.

Hunter claims the Marine was traveling to a spring training game when he underwent the security screening. The Marine, who lost his legs in an IED explosion but is still on active duty, was reportedly forced to remove his prosthetic legs and stand so agents could check his wheelchair for explosives.

Hunters says the Marine was told he must walk to a different screening area, despite being physically unable to do so.

"While I recognize the necessity to appropriately screen passengers, I am concerned by the apparent lack of situational awareness and respect among TSA officers... specifically when it comes to the treatment of war wounded," Hunter said according to MyFoxPhoenix.com.

However, the TSA said in a statement Hunter's version of the events is false.

"No prosthetic was removed," a spokesperson tells MyFoxPhoenix.com after reviewing video footage from the airport. "Screening was complete in less than 8 minutes and carried out by two military veterans."

The spokesperson says they are also working to make the screening process smoother for wounded veterans.
